If you're looking for a good pub near "Lak" union then on Stoneway and 35th I think there's the Pacific Inn. Good small pub with really good fish and chips and an outdoor eating area which I *think* also has those heat reflectors during the winter.
If you're looking for a place to eat outdoors near Green Lake there's a pretty good restaurant near the Starbucks on the western side, but I can't remember hte name. They also have outdoor heating things. It's right next to the Baskin Robins which is right next to the starbucks. Down the road there's also a really good bakery/chocolate place if you continue circling the lake couter clock wise. It's before the little shopping area where there's also a good pizza place, an ice cream shop, and a world-wide wraps which all share an outside eating area.

Good luck finding a nice day in Seattle, but I always liked Costco:) $1.50 for a pop and kosher hot dog! Which by the way kosher meat is more than often better tasting than meat not certified kosher because of the way kosher meat is prepared, stored, the way the animal was slaughtered and so on:) I really like Bamboo garden down by the space needle!
